Estonian EU external border programme

On 10 January 2018 Estonia-Russia CBC Programme 2014-2020 launches the 2nd Call for proposals for Programme specific area `Fostering shared actions in risk management and a readiness to cope with environmental disasters` under the Thematic Objective (TO) 6 `Environmental protection, climate change mitigation and adaption`.

Deadline for submission of Project Summary Forms (PSF) in electronic monitoring system (eMS) is 7 March 2018 at 17.00 (Estonian time).

Financing
Programme financing allocated for the 2nd Call for proposals is EUR 870 000. Maximum grant per project is EUR 400 000. Minimal co-financing rate by partners is 10% of their own part of the project budget.

Partnership
The Programme will finance activities within the projects which have a purely cross border character and involve at least two beneficiaries, of whom at least one beneficiary shall be from the Republic of Estonia and at least one beneficiary from the Russian Federation.

Eligible Programme area under TO6
–  From  Estonia: Kirde-Eesti, Lõuna-Eesti, Kesk-Eesti and as  adjoining region Põhja-Eesti, incl. Tallinn;
–  From Russia:  St.Petersburg, Leningrad region and Pskov region.

Programme Result Indicator (RI)
Programme is expecting project applications to contribute to the fulfilment of the Programme’s Result Indicator (RI)  `A decrease of the overall number of land- and forest fires per year’.

Submission of project application
Project submission is in two stages:
–  1st stage  Project Summary Form;
–  2nd stage  Full Application Form.

After the decision of Joint Monitoring Committee on the assessment of Project summaries, only the selected Project applications will be invited to submit full applications.
Project application has to be submitted in the electronic monitoring system  (eMS) of the Programme by the set deadline, 7 March 2018 at 17.00 (Estonian time).
The eMS will not accept any applications submitted after the deadline.

Official Language
Official language of the Programme is English. Project Summary Forms, Full Application Forms as well as all official documentation related to project shall be in English.
