The 5th Call for proposals (Call) of Estonian EU external border programme is launched on 6 October 2022 and it is focusing on capitalization of project results. Deadline for submission of project applications in electronic Monitoring System (eMS) is 17 November 2022 (till 23:59:59).
In the Call there are expected project applications that enlarge the influence and contribute to higher impact of the Estonian EU external border programme on the eligible programme territory and beyond through:
- enhancing the visibility of projects/ programme results;
- re-using knowledge or transferring results of identified good practices gained in the implemented project.
The Call for proposals is aimed for Estonian beneficiaries of ongoing or completed projects of Estonian EU external border programme. Each project shall involve at least two partners from Estonia. Partnership can be formed on basis of one or several projects and the involvement of new partners is also welcome. Organizations from Finland, Latvia, West Estonia are welcome to participate in projects as associated partners.
Capitalization projects can be built on the results of previously awarded projects in all three thematic objective (TO) supported by the programme:
- TO1 Business and SME development
- TO5 Support to local and regional good governance
- TO6 Environmental protection, climate change mitigation and adaptation
The overall indicative amount made available from the programme for the 5th Call for proposals is ca 1 million EUR.
As a novel aspect in the Call is applied a simplified cost option (SCO) on draft budget methodology.

For support to potential Applicants and partners of the 5th Call for proposals the Joint Technical Secretariat (JTS) is organising webinar on 11 October 2022 at 13:00-15:00. Information and registration for the online event can be found here.
The JTS will provide also the opportunity for individual and group consultations.
The 5th Call for proposals is extension of the previous 4th Call for proposals, which was suspended due to the programme implementation disruption.
