On 24 January 2022 the 9th meeting of the Joint Programming Committee (JPC) took place online to discuss final programming steps of the Estonia-Russia CBC Programme 2021-2027.
The meeting was chaired by Helena Musthallik, Advisor, European Territorial Cooperation Unit, Regional Development Department, Ministry of Finance of the Republic of Estonia.
The participants of the meeting were introduced to the overview of the Public Hearing carried out from 9 December 2021 till 6 January 2022 for the audience interested in the development of the content of the Estonia-Russia Cross Border Cooperation Programme 2021-2027.
The scope of communication channels was used to involve in Public Hearing the wide possible audience, especially current Programme stakeholders and partners, representatives of national and regional authorities, local municipalities, and their units, NGOs, universities, SMEs, other institutions.
The feedback and proposals from Public Hearing were considered and discussed by the Task Force and presented to JPC for decision making.
Experts from the Institute of Baltic Studies (IBS) provided the overview of the clarifications proposed for the Programme Document, based on the comments from Estonian and Russian side reflecting the trends in socio-economic situation on the regional and national levels.
Managing Authority had informed that the final version of the Preliminary Strategic Environmental Estimate report in three languages has been completed. In parallel with launching the coordination of Preliminary Strategic Environment Estimate report with Estonian authorities the public consultation will be open and document made available in Estonian, Russian and English to anyone interested through the Programme`s webpage.
The meeting was concluded with the Managing Authority proposal on the methodology of provisional allocation of the Programme funds in the new period.
28 participants – JPC members, EC representative and experts from TESIM and IBS, staff of the Managing Authority and Joint Technical Secretariat took part in the meeting.
The 10th meeting of the Joint Programming Committee is scheduled for March 2022.
