Estonian EU external border programme

The Institute of Baltic Studies (IBS) evaluated the implementation of the Estonian EU External Border Programme to assess the impact of funds contributed by the Programme, and if it made positive changes in the Programme region and beyond.

The evaluation, done from March to June 2024, included an online surveys and interviews with beneficiaries, Programme authorities, management staff, and regional experts from Estonia.

Key Findings:

  • The Programme was effective in meeting its intended goals and launching impactful projects.
  • It added clear value, fostering sustainable activities and partnerships.
  • Large Infrastructure Projects (LIPs) were particularly successful.
  • It was a relevant source of funding for projects in the external border area and beyond, making a positive impact in the Programme area.

The evaluation helps to improve possible future follow-up programme design, its implementation and assess effectiveness, efficiency, impact, and sustainability of project activities.
