Estonian EU external border programme

These two bilateral Programmes are to continue the cross border cooperation and implementation of joint development activities started within Estonia-Latvia-Russia CBC Programme 2007-2013.

The approval procedure of the Joint Operational Programmes of Estonia-Russia and Latvia-Russia Cross-Border Cooperation (CBC) Programmes 2014-2020 was finalised with the Programmes’ documents being approved by the Governments of the Republic of Estonia, the Republic of Latvia and the Russian Federation in June 2015, following by approval of the European Commission in December 2015. These two bilateral Programmes are to continue the cross border cooperation and implementation of joint development activities started within Estonia-Latvia-Russia CBC Programme 2007-2013.

Both Programmes are financed by the European Union under the European Neighbourhood Instrument and the Russian Federation. The Republic of Estonia provides co-financing to technical assistance and Large Infrastructure projects of the Estonia-Russia Programme and Latvia provides co-financing to technical assistance of the Latvia-Russia Programme. Total budget of the Estonia-Russia Programme is MEUR 34, 2 and of the Latvia-Russia Programme it is MEUR 27.

Cross-border strategic objectives of the Programmes are supported by actions corresponding to the following thematic objectives:
– Estonia-Russia CBC Programme: 1) Business and SME development; 2) Promotion of border management and border security, mobility and migration management; 3) Environmental protection, climate change mitigation and adaptation; 4) Support to local and regional good governance.

– Latvia-Russia CBC Programme: 1) Business and SME development; 2) Environmental protection, climate change mitigation and adaptation; 3) Promotion of border management and border security, mobility and migration management.

As for the next steps to be taken, the Financial Agreement between the European Commission and the Government of the Russian Federation is expected to be concluded.

The launch of the first Call for Proposals is expected by the end of 2016.

Cross-border cooperation is an integral component of the EU’s European Neighbourhood Policy, EU-Russia cooperation and the regional development policy of the Russian Federation. It aims to promote cooperation and sustainable development between border regions of EU Member States and the Russian Federation.
