Estonian EU external border programme


3rd meeting of the Joint Programming Committee (JPC) took place on 17 November 2020 with intense agenda focused on shaping of the major building blocks of the Estonia-Russia Cross Border Cooperation (CBC) Programme 2021-2027.

The meeting was chaired by Mr Priidu Ristkok, the Head of Regional Development Department of the Ministry of Finance of the Republic of Estonia and organized in online format.

Taking into consideration the importance of ongoing process in developing of EU regulations and Financing Agreement preparations of the Interreg NEXT Estonia-Russia CBC Programme 2021-2027, the meeting started with the presentation on the latest developments delivered by Ms Tanya Dimitrova, Programme Desk Officer, DG REGIO, European Commission.

The draft of the Programme document and state of play of its preparation based on broad involvement of the field experts, was presented by Mr Peeter Unt, expert of OÜ Gravitas Consult and discussed. The dialogue was supported by substantive questions and practical recommendations of the JPC members, Ms Tanya Dimitrova and Ms Iveta Puzo, Senior expert, TESIM Project.

The key agenda points discussed and approved during the event:

  • the Programme’s geographical coverage for the new period;
  • the action plan to identify cross-border large infrastructure projects, including the indicative timeline, selection criteria, requirements for the projects, etc;
  • the Programme management structure;
  • programming timeline and further steps of the preparation process.

Next meeting of the Joint Programming Committee is scheduled for March 2021.
