Estonian EU external border programme

The first Large Infrastructure Project (LIP) “Improvement of the accessibility  of the remote areas in South-East Estonia and Pskov region for traditional  entrepreneurship and sustainable development” – SME ACCESS (ER1) (Project) is now officially launched since Programme Managing Authority and Setomaa Municipality Government, Lead Beneficiary, signed Grant Contract on 28 March 2019.  

LIP SME ACCESS will be implemented by two Estonian partners: Setomaa Municipality Government, the Estonian Road Administration and three Russian partners: Committee for economic development and investment policy of the Pskov region, Committee for transport and road administration of the Pskov region and Administration of Pechory district.

Project activities include construction and equipping of market places in Värska village and in Pechory to support local small and medium enterprises’ (SME) in their products promotion and sale. Also reconstruction of roads, cycle and foot ways, parking areas used by entrepreneurs are planned to refine business environment in border areas.

Within the project a platform for young and experienced entrepreneurs will be set up to ensure experience exchange and explore new possibilities for business during workshops, study-tours, seminars and local fairs.

The project will be implemented in the course of 30 months and supported by the overall budget EUR 5 050 000,00 which includes Programme co-financing in the amount of EUR 4 039 721,80.

Large Infrastructure Projects are strategic cross-border cooperation projects identified by the Programme and are contracted through the direct award procedure.
