Estonian EU external border programme

On 21-22 November 2023, the 16th meeting of the Joint Monitoring Committee (JMC) of Estonian EU external border programme was held in Tallinn, Estonia.

The agenda of the meeting included an overview of the State of play of the programme and projects implementation, including implementation of the communication and visibility activities, execution of the Technical Assistance budget and Audit Authority`s actions.

The Lead Beneficiaries of supported projects presented to participants their practices and inspiring achievements in projects which foster the development of external border regions of Estonia – “Narva Castle 2” (ER3), “Narva projects CAP” (ER190), “Emajoe  Waterwork WMP” (ER191), “Tammistu REIW” (ER258), “Kallaste city WMP” (ER210), “Emajõe-Pskov WMP-2” (ER29)  “JCF” (ER195), “SMART” (ER254).

Fruitful discussions with involvement of representatives of European Commission and TESIM expert were held on the next year working documents, work plans and issues related with closure of the programme. It was also agreed on further steps in preparation of Terms of References of a book summarizing the results of the programme.

Joint Monitoring Committee has made the decisions to approve the Work Plan, Technical assistance budget and Information and Communication Plan for the year 2024. With the decision of the JMC the procurement for ex-post evaluation of the programme will be initiated shortly.

The Joint Monitoring Committee meeting was chaired by Ms Julia Kirsima, adviser of the European Territorial Cooperation Unit, Regional Development Department, Ministry of Regional Affairs and Agriculture of the Republic of Estonia.

Next JMC meeting will be held in June 2024.
