Estonian EU external border programme

On 25 November 2019 Estonia-Russia CBC Programme launches the 3rd Call for proposals to support the cross border cooperation projects under the Programme Thematic Objective 5 (TO5) “Support to local and regional good governance”.
Deadline for submission of Project Full Application Forms in electronic Monitoring System (eMS) is 21 February 2020.

Specific areas of the Call are:
-Improving cooperation between local and regional authorities and their sub-units;
-Improving cooperation between local and regional communities.

Financing
The overall indicative amount of Programme financing allocated for the 3rd Call for proposals is EUR 432 373,32.
 The minimum amount of the grant to the project is  EUR 50 000 and the maximum amount of the grant to the project is EUR 100 000. Minimal co-financing rate by partners is 10% of their own part of the project budget.

Partnership
The Programme will finance activities within the projects which have a purely cross border character and involve no less than two beneficiaries, of whom at least one beneficiary shall be from the Republic of Estonia and at least one beneficiary from the Russian Federation.

Eligible Programme area under TO5
    -From  Estonia: Kirde-Eesti, Lõuna-Eesti, Kesk-Eesti;
    -From Russia:  St.Petersburg, Leningrad region and Pskov region.
Please be aware that involvement of adjoining region (Põhja-Eesti, incl. Tallinn) is not allowed under 3rd Call for proposals.

Programme Result Indicator (RI)
Programme expects project applications to contribute to fulfilment of the Programme’s Result Indicator “Accessibility of cross border social, health and sporting services, and vocational and language training” within TO5.

Submission of project application
Project submission is in one stage – Full Application Form.
Project application has to be submitted in the Programme electronic Monitoring System (eMS) by the set deadline, 21 February 2020. The eMS will not accept any applications submitted after the deadline.

Official Language
Official language of the Programme is English. Project Full Application Form as well as all official documentation related to project shall be in English.

Support to applicants
Joint Technical Secretariat will provide consultative support to applicants and partners on Programme requirements. Information about planned events will be published on Programme website. Individual/group consultations will be organized in JTS Tartu office and in branch offices in Pskov and St.Petersburg after prior registration.
