On 3 August 2021 Estonia-Russia CBC Programme launches the 4th Call for proposals focused on capitalization and clustering in order to maximize results already achieved by the Estonia-Russia CBC Programme within awarded projects.
Project submission is in one stage – Full Application Forms in electronic Monitoring System (eMS) by set deadline 9 November 2021.

OBJECTIVE OF THE CALL
The 4th Call for proposals is aimed to enlarge the influence and ensure higher impact of Estonia-Russia CBC Programme on the Programme territory and beyond the border regions.
For this purpose the ongoing or completed projects of Estonia-Russia CBC Programme are invited to capitalize on and maximise the results already achieved or to be achieved within 1st, 2nd, 3rd Calls projects and LIPs.
Projects within the 4th call for proposals are expected to:
- contribute to transferring project results, knowledge, good practices (knowledge and transfer oriented approach);
- contribute to enhancing the visibility of projects/programmes results (communication oriented approach)
Only project ideas connected with already awarded projects will be accepted.
SCOPE OF THE CALL
Capitalisation projects should support previously awarded Estonia-Russia CBC Programme projects to capitalise on their results in the identified niche themes in following thematic objectives (TOs):
- TO1 Business and SME development;
- TO5 Support for local & regional good governance;
- TO6 Environmental protection, climate change mitigation and adaptation.
Project may involve partners from several TOs, in that case TO of the capitalization project is selected on the basis of its objective.
FINANCING
The overall indicative amount made available from the Programme for the 4th Call for proposals is at least EUR 230 730.
The minimum amount of the grant to the project is EUR 20 000 and the maximum amount of the grant to the project is EUR 50 000. Minimum co-financing rate by partners is 10% of their own part of the project budget.
LUMP SUM APPROACH
As a new feature, the project of 4th Call for Proposals will be financed as a lump sum, based on the full achievement of set outputs. If set output will not be achieved or will be achieved partially the lump sum will not be paid out.
Each project shall consist of several outputs that are defined as a direct product(s) or service(s) delivered by project´ activities and directly influencing the achievement of results.
PARTNERSHIP REQUIREMENTS
The Programme will finance activities within the
projects which have a purely cross border character and
involve no less than two beneficiaries, of whom at least one beneficiary shall
be from the Republic of Estonia and at least one beneficiary from the Russian
Federation.
DURATION OF THE PROJECT
The project duration is 6 months.

Official language of the Programme is English. Project
Full Application Form as well as all official documentation related to project
shall be in English.
